Prepare rosemary syrup ahead by simmering sugar, water, and rosemary sprigs for 5 min, then cool and strain.
Fill shaker with ice. Add vodka, limoncello, lemon juice, and rosemary syrup.
Shake vigorously for about 15 seconds, until well chilled.
