Make the lavender syrup: Heat water and sugar in a small saucepan until sugar dissolves. Add lavender buds and simmer for 5 minutes. Remove from heat and let steep for 30 minutes.
Strain the syrup through a fine mesh strainer. Let cool completely.
Fill a tall glass with ice cubes.
Pour lemon juice and lavender syrup into the glass.
Then, top with sparkling water and stir gently.
Garnish with a fresh lavender sprig.
