First, make the lavender syrup. Add water, dried lavender, and honey to a saucepan. Heat over medium heat until it starts to simmer.
Remove from heat and let steep for 15 minutes. Strain through a fine mesh strainer and let cool completely.
Fill glasses with ice cubes.
Then, pour 2 tablespoons of lavender syrup and 2 tablespoons of lemon juice into each glass.
Top each glass with sparkling water and stir gently with a spoon.
The ratio should be about 1 part syrup, 1 part lemon juice, and 4 parts sparkling water.
Finally, garnish with a fresh lavender sprig and lemon wheel.
