Add matcha powder to a small bowl. Pour in 1 oz hot water and whisk until smooth and frothy.
Fill a cocktail shaker with ice. Add vodka, lemon juice, honey syrup, cold water, and egg white (if using).
Pour in the whisked matcha. Shake hard for 15–20 seconds, until chilled and foamy.
Strain into a tall glass filled with ice.
